Special Benefit for First-Time Buyers — First Home Finance Subsidy (Also Known as FLISP)

Qualifying first-time buyers may receive a government First Home Finance (FHF) subsidy of approximately R38 000 to R68 000 — calculated on a sliding scale based on household income. The lower the income, the higher the subsidy.

This subsidy is paid directly to the seller upon Deeds Office registration, immediately reducing your outstanding purchase price and proportionally reducing your monthly instalment from the very first month.

To qualify for the FHF subsidy you must:

  • Be a first-time property owner
  • Earn a combined household income of between R14 000 and R22 000 per month
  • Meet the standard FHF programme qualification criteria
  • Participate in the financial readiness programme to prepare for bond conversion

The Instalment Sale Agreement — How It Works Legally

An Instalment Sale Agreement (ISA) is a legally regulated contract governed by the Alienation of Land Act 68 of 1981. Once signed and registered at the Deeds Office, it creates binding ownership rights in favour of the buyer.

What makes the ISA registration process particularly attractive is it speeds up the process and it eliminates most of the delays of a property transfer and bond registration – as example:

  • No upfront rates clearance certificate from the Municipality required
  • No upfront levy clearance certificate from the Body Corporate required
  • No upfront transfer duty or VAT clearance from SARS required
  • No upfront home loan approval from a bank required – only 20 – 24 months later.

This dramatically simplifies and accelerates the registration process in the deeds office and occupation by the owner.

Once your Section 20 contract is registered at the Deeds Office, occupation and key handover typically occur within 14 to 21 days of signing.
